标题：Los Consejos Locales de Planificación Pública en Venezuela: Una Instancia de Participación y Capacitación Ciudadana

摘要：La participation citoyenne faisait déjà partie de la stratégie définie dans la réforme de l´Etat vénézuélien dans les années quatre-vingt dix. Mais malgré la création d´instances de participation de niveau local, comme les paroisses et les associations de résidents, on a pu observer un divorce entre le discours formel et la pratique, et ces instances locales ne sont pas réellement devenues des mécanismes d´accès des citoyens au pouvoir local. Nous partons du principe que le pouvoir populaire doit se construire à partir de l´organisation et la capacitation des communautés pour avoir une influence sur la gestion municipale, et générer des processus de transformation sociale. Alors nous nous sommes proposé d´explorer la nouvelle figure des Conseils Locaux de Participation Publique (CLPP), créée par la Constitution Bolivarienne de 1999. La méthodologie utilisée a consisté dans la révision de documents théoriques et normatifs sur la participation et la capacitation citoyennes au Vénézuéla, et de références empiriques sur les CLPP. L´étude révèle que l´État vénézuélien est en train de structurer une politique publique de rapprochement entre les pouvoirs publics et les citoyens, à travers des mécanismes de participation et de capacitation qui ouvrent la voie a une intervention citoyenne dans la gestion locale, et rendent possible la construction d´une démocratie participative.
其他摘要：In the process of reform of the Venezuelan State in the nineties, citizen participation was a core aspect. Nevertheless the practice has demonstrated a big gap regarding the formal speech. The places created in the municipality for such an end, as the Parishes and the Neighbors Associations, did not allow the access of the citizen to the local power. It is supposed that the popular power is constructed from the organization and training of the communities, which in turn contribute to the transformation of the society. This study was carried out in order to explore the formal political and administrative dynamics of the Local Councils of Public Planning (CLPP) as mechanisms of participation and training of the organized communities in the context of the principles and values of the National Constitution of 1999. The methodology consisted of a literature review of theoretical elements and the legal framework about participation and civil training in Venezuela. The results show, the existence of a public policy of the national government in order to bring the power to the citizen across a process of education and civil training for intervention in the public management, particularly in the CLPP for constituting the social place nearest to the sovereign people. One concludes that, with the approval of the CLPP law and his incidence in the management of municipalities it is opened the possibility of constructing a participative democracy.
