摘要：La constitución venezolana de 1999 introduce cambios en cuanto a la concepción del Estado y a la adecuación de las instituciones creadas. De ello se desprende la necesidad de introducir modificaciones que viabilicen las relaciones entre el sector universitario y el entorno social. La investigación documental arroja que este marco normativo soporta bases para el reordenamiento educativo, especialmente en cuanto a la noción de responsabilidad, pues constituye el fundamento legitimador de la acción educativa vinculada al proyecto de Estado en Venezuela, convirtiéndose en instrumento de fortalecimiento del sistema democrático. Se describen las iniciativas legislativas dictadas en función de la Responsabilidad Social y se concluye que el desarrollo legislativo ha decantando este concepto.
其他摘要：The Venezuelan constitution of 1999 introduced changes in the concept of the State and adaptation of the institutions created; from this, follows the need to introduce changes that make viable relations between the university sector and the social environment. Documentary research reveals that this regulatory framework supports bases for educational reorganization, especially in terms of the notion of responsibility, because it constitutes the legitimizing foundation for educational action linked to the project for the State in Venezuela, turning it into an instrument to strengthen the democratic system. Legislative initiatives are described, ordered in terms of social responsibility. Conclusions are that the legislative development has decanted this concept.
