标题：Reforma universitaria en Venezuela: ¿Pertinencia o vinculación social?

摘要：La promulgación de la Constitución de la República Bolivariana de Venezuela (1999), supone transformaciones radicales en la concepción del Estado Venezolano, en todas sus instancias, lo cual determina una profunda revisión de todas las políticas públicas del Estado, de la cual no escapa la cuestión de la educación superior. Uno de los puntos más importantes de la reforma del marco normativo de este nivel de educación, es lo atinente a la vinculación de las universidades con el entorno en el cual ejercen su actividad académica. La metodología empleada es descriptiva, fundamentada en una amplia revisión documental. Se pretende que en las reformas cumplidas y en los anteproyectos discutidos o en discusión, la noción de "vinculación social" sea comprendida en los términos relacionados (actividad académicanecesidades o demandas-acción reflexiva-construcción de alternativas) la cual vigoriza la idea de "vinculación social" al fortalecer la pertinencia institucional y la legitimidad de las instituciones de educación superior.
其他摘要：The promulgation of the Constitution of the Republic Bolivariana of Venezuela (1999), supposes radical transformations in the conception of the Venezuelan State, in all his instances which determines a deep review of all the public policies of the State of which there does not escape the question of the top education. One of the most important points of the reform of the normative frame of this level of education is the relating thing to the entail of the universities with the environment in which they exercise his academic activity. The used methodology is descriptive based on a wide documentary review. There is claimed that in the fulfilled reforms and in the controversial preliminary designs or in discussion the notion of " social entail ", there is understood in the related terms (academic activity - needs or demands - reflexive action - construction of alternatives) who invigorates the idea of " Social Entail " on having strengthened the institutional relevancy and the legitimacy of the institutions of top education.
