摘要:Conflict prevention has risen to prominence on the agendas of governments andinternational organisations in the post-Cold War period. This can be primarilyattributed to the opportunities for international cooperation brought about by the endof the Cold War, the potential instability inherent in the forging of new states, and thecontinuing prevalence of inter and intra-state conflict. In particular, the outbreak ofincreasingly violent and destructive intra-state conflicts at the beginning of the 1990shad an important influence on the priorities of international organisations undergoingrestructuring in the new security environment. The inability of the internationalcommunity1to effectively prevent and then manage the conflict in former Yugoslaviaand the genocide in Rwanda in particular, led to a growing consensus on the moraland financial desirability of conflict prevention rather than difficult conflict resolutionand costly post-conflict reconstruction
