摘要：The Issues at Stake of “Residential Economy” for Implementing Territorial Development Strategies in Rural Areas: Some French Experiences . This paper was introduced in the framework of a Franco-Brazilian seminar about rural development issues. However, its main issues, hypotheses and conclusions could be extended in other contexts, like the Rumanian one. In this paper, a focus on French case studies helps us to analyse the potentials and limits of new rural strategies giving priority to the development of the so-called„ “Economie presentielle” (a new concept of the French literature on territorial development). The main aim of these strategies is to promote new rural activities not connected with agriculture or large industries but based on the arrival of new inhabitants (retired people, commuters and visitors) who will help to reinvigorate rural localities partly by spending money earned elsewhere. Achieving this kind of rural development strategy needs some pre-requirements in terms of local social and economic structures of services.
