摘要：The CEE states have created a mechanism for regional development, after the West-European model, which allows them the transition towards structural after accession. Still, the administrative capacity remains their sensitive point. Despite the sustained preoccupation of the Commision to find and experiment new instruments to facilitate the creation of efficient structures for management of the future funds, the evaluations indicated results under the expected ones.
