摘要：With the installation of a device of territorial economic intelligence, the territory is perceived like an organized system of exchange of information. But this dynamic system evolves in an environment or the heterogeneity of the actors is large. Consequently, problems emerge: that of the exchange of knowledge between Stakeholder, under the impulse of a hybrid gouvernance.
