摘要：This communication takes support on the research undertaken within an inter-commune structure, the SITIV (6 cities, 5000 workers, 150000 citizens). Our work reveals that the construction of a territorial portal, necessarily turned towards a great number of actors, asks for a preliminary reflexion in term of profile and process of diffusion of information but also of security of the system. For this reason, we propose in this communication to make a description of the portal set up. Our role in this construction was that of an architect constructivist within the meaning of Florence Allard-Poesi and Veronique Perret (2004). We chose a progressive opening of the portal in order to adjust the organizations, on the one hand, with the use of a new technical tool and, on the other hand, with the installation of new processes of work. We thus initially installed a portal Intranet so that the communities can change, to organize and adapt this new transverse tool, before placing it at the disposal with the stakeholders of the town hall.
