标题：Ciclos económicos y puja redistributiva: el caso de la institucionalidad del mercado de empleo agrario en Uruguay (2005-2018)

摘要：En este artículo se busca estudiar la evolución de los salarios y condiciones del trabajo agrario en Uruguay entre 2005 a 2018 y su relación con el desempe- ño económico del sector en esos años. En este periodo se registra un proceso importante de regulación del mercado de empleo que se ve acompañado por un ciclo económico de crecimiento del sector entre 2005-2014 y una segunda fase del 2015-2018 donde comienza una contracción y pérdida de dinamismo económico a causa del deterioro de los precios internacionales de los princi- pales rubros de producción. La hipótesis que guía el trabajo es que los avan- ces institucionales logrados en la regulación del mercado de empleo al inicio del periodo, permiten alcanzar resultados muy positivos en los momentos de expansión del sector pero que una vez que se entra en una fase de contrac- ción aumenta la puja redistributiva y se comienza a observar un deterioro en las tendencias de los indicadores del mercado de empleo. La conclusión a la que se arriba es que el ritmo de deterioro en dichos indicadores es lento y parece estar contenido por las nuevas regulaciones que no permiten a los empresarios trasladar de manera inmediata la reducción de las ganancias a los asalariados del sector, como ha ocurrido en otros contextos institucionales anteriores al 2005.
其他摘要：This article seeks to study the evolution of wages and working conditions in Uruguay’s agriculture sector between 2005 and 2018 and its relations- hip with the economic performance of the sector in those years. In this period, there is an important process of regulation of the employment market that is followed by an economic cycle of growth of the sector be- tween 2005 and 2014 and a second phase from 2015 to 2018 where a con- traction and loss of economic dynamism begins due to the deterioration of international prices of the main production items. The hypothesis that guides this work is that the institutional advances achieved in the regu- lation of the employment market at the beginning of the period, allow to reach very positive results in the moments of expansion of the sector but once a time you enter in a contraction phase increases the redistributive struggle and a deterioration in the trends of employment market indica- tors is beginning to be observed. The conclusion reached is that the rate of deterioration in these indicators is slow and seems to be contained by the new regulations that do not allow employers to immediately transfer the reduction of earnings to employees in the sector, as has happened in other institutional contexts prior to 2005.
