摘要：Há alguns anos, a crise econômica vem atingindo diversos países do mundo e tem se mostrado de difícil superação. Essa crise, ao contrário das outras que já assolaram o mundo, não se apresenta como temporária, o que evidencia, segundo Zygmunt Bauman, uma nova faceta do mundo contemporâneo: o estatismo sem Estado. Salienta-se que, paralelamente a este acontecimento mundial, o Brasil, que também foi atingindo pela mencionada crise, vem adotando diversas medidas para a sua superação, dentre elas, a adoção de uma legislação sobre transparência pública e a promulgação da Emenda Constitucional nº 95/2016. Assim, este trabalho visa realizar uma análise sobre a crise econômica mundial e os mecanismos que o Brasil adotou para tentar superá-la, bem como ponderar se tais medidas encontram respaldo no desenvolvimento proposto por Amartya Sen. Para isto, a pesquisa será desenvolvida com base no método dialético e a partir de investigações de cunho qualitativo.
其他摘要：A few years ago, the economic crisis has hit many countries in the world and has proved difficult to overcome. This crisis, unlike the others that have already plagued the world, does not present itself as temporary, which, according to Zygmunt Bauman, shows a new facet of the contemporary world: stateless statism. It should be noted that, in parallel with this global event, Brazil, which has also been affected by the aforementioned crisis, has been adopting several measures to overcome it, among them, the adoption of legislation on public transparency and the enactment of Constitutional Amendment No. 95 / 2016. Thus, this work aims to analyze the world economic crisis and the mechanisms that Brazil has adopted to try to overcome it, as well as consider whether such measures find support in the development proposed by Amartya Sen. For this, the research will be developed based on In the dialectical method and from qualitative investigations.
