标题：Конкурентоспроможність рибного господарства та аквакультури як складова ефективності національної економіки

摘要：У статті досліджено заходи та виокремлено можливості забезпечення конкурентоспроможності рибного господарства і його складових рибальства та аквакультури в нових умовах функціонування національної економіки. Виокремлено можливості забезпечення конкурентоспроможності рибного господарства. Здійснено аналіз розвитку світового рибальства та аквакультури. Зроблено наголос на подоланні проблеми неповноцінного харчування при одночасному веденні органічного виробництва та досягненні конкурентоспроможності рибного господарства. Встановлено, що в середньостроковій перспективі очікується збільшення загальних обсягів виробництва рибної продукції приблизно на 15 %, причому основною складовою збільшення обсягів виробництва буде аквакультура, а щорічні темпи зростання рибальства лишатимуться стабільними (0,3 %), в той час як зростання виробництва продукції аквакультури невпинно збільшуватиметься (5,3 %); у середньостроковій перспективі загальна прибутковість аквакультури як очікується буде помірною, та нарешті стабілізується на рівнях вищих ніж у період високих цін (2006 – 2013 рр.). Запропоновано створити сприятливі умови для забезпечення конкурентоспроможності розвитку галузі на внутрішньому і зовнішньому ринку; налагодити систему формування показників виробництва риби та рибної продукції з урахуванням досвіду дії системи збирання даних про рибне господарство, управління ними в Європейському Союзі на основі положень Регламенту зі збирання даних (DCR) № 1543/2000 від 29.06.2000 та Системи збирання даних ( DCF ).
其他摘要：The article investigates the measures and identifies the possibilities of ensuring the competitiveness of the fish industry and its components of fisheries and aquaculture in the new conditions of functioning of the national economy. The possibilities of ensuring the competitiveness of the fish industry are singled out. The analysis of development of world fishing and aquaculture has been carried out. Emphasis has been placed on overcoming the problem of malnutrition with the simultaneous management of organic production and the achievement of the competitiveness of the fisheries sector. It has been established that in the medium term, an increase in the total production of fish products is expected to increase by about 15%, with aquaculture being the main component of the increase in production, and annual growth rates of fishing will remain stable (0.3%), while the growth of aquaculture production will increase steadily (5.3%); in the medium-term, the overall yield of aquaculture is expected to be moderate, and finally stabilizes at higher levels than during high prices (2006-2013). The analysis of world markets makes it possible to argue that demand for fish will continue to increase over the next decade. Growth in demand will increase mainly at the expense of developing countries, as a result of the growth of the population's wealth of such countries. Asian countries will remain the main producers of aquaculture products as its main exporters. The market will continue to be characterized by traditional competition for the use of fishmeal between aquaculture and livestock and poultry farming, and between aquaculture and food additives for direct human consumption of fish oil. It is proposed to create favorable conditions for ensuring the competitiveness of industry development in the domestic and foreign markets; to establish a system for the formation of indicators of fish and fish products production, taking into account the experience of the system of data collection on fish farming, management in the European Union on the basis of the provisions of the Data Collection Regulation (DCR) No. 1543/2000 dated June 29, 2000 and the Data Acquisition System (DCF).
