摘要：En este trabajo se analiza el reconocimiento de los derechos humanos de los pueblos indí - genas por parte del Estado mexicano; esto a partir del contraste entre la reformas adoptadas en la Constitución Política de los Estados Unidos Mexicanos, la Iniciativa de Ley Cocopa de 1996, y el discurso de la comandanta Esther del Ejército Zapatista de Liberación Nacional ( EZLN ) ante el Congreso de la Unión el 28 de marzo de 2001. Se asume como base del análisis la perspectiva latinoamericana y la teoría política comunitarista de los derechos humanos. Si bien existen avances en el reconocimiento de los derechos indígenas, persisten varias limita - ciones; por supuesto, la integración de estos derechos en el marco regulatorio, por sí misma no garantiza su ejercicio efectivo, pero es un primer adelanto.
其他摘要：This research analyzes the recognition of the human rights of indigenous peoples by the Mexi - can State; this is based on the contrast between the reforms adopted in the Political Consti - tution of the United Mexican States, the Cocopa Law Initiative of 1996, and the Speech of Comandanta Esther of the EZLN at the Congress of the Union in 2001. Research Assumes as base of the analysis the Latin American perspective and the communitarian political theory of the human rights. Although there are advances in the recognition of indigenous rights, several limitations remain; of course, the integration of these rights into the regulatory framework by itself does not guarantee their effective exercise, but it is a first step forward.
