摘要：Resulta tradicional encontrar en las Universidades del Ecuador la existencia de Planificación Estratégica; pero en contradicción con esta propuesta organizativa resultan muy limitadas las experiencias de una adecuada descentralización en su planificación operativa y, menos aún, su gestión acorde a los procesos. El presente artículo propone un modelo conceptual con enfoque sistémico y de procesos que satisface con la necesidad de articular la Planificación Estratégica con la operativa de los Instituciones de Educación Superior del Ecuador del sector estatal. La propuesta además pretende el perfeccionamiento del sistema informativo y su estructuración sobre la base de las tecnologías de la información, la articulación con el marco regulatorio ecuatoriano y la satisfacción de los grupos de interés de la organización.
其他摘要：It proves to be traditional to find at the Universities of the Ecuador Planificación's existence Strategic; But incompatible the experiences of an adequate decentralization in his operating planning prove to be very limited with this organizational proposal and, less still, his step in agreement to the processes. A conceptual model with systemic focus and of satisfying processes with the need to articulate the Strategic Planning with the operating one belonging to the Institutions of Higher Education of the Ecuador of the public sector proposes the present article. The proposal besides attempts the perfecting of the informative system and its concession on the base of information technologies, the articulation with the regulatory Ecuadorian frame and the satisfaction of stakeholders of the organization.
