摘要:This article is the second of a three serie about the base that support the administrative modernization in the Spanish public sector. It is structured in a modular way, without send the reader to the first article. Especially, in the second part, the autor focus his attention on some questions as: what for public administration? How to make it reality? He uses the theoretical frame of reference presented in Part I and introduces the "space of quality" concept to surpass the dimensions of cost-benefit analysis. Such space is framed by three axes: limiied resources, new technologies and information. Based on Spanish case the autor analises the central role of human capital in the new organization which offers services and guarantees. He points out difficulties and possible future actions.
