摘要：Este texto visa contribuir com a discussão sobre o financiamento ao desenvolvimento em regiões periféricas brasileiras, especialmente a partir das mudanças ocorridas com a abertura comercial e econômica e seus desdobramentos sobre a macroeconomia interna e externa. Regiões periféricas com matriz produtiva ancorada na agropecuária comercial exportadora, como é o caso da região noroeste rio-grandense, terão maiores dificuldades em efetuar aporte de recursos, sejam recursos oriundos do mercado interno ou externo, empréstimos ou investimentos estrangeiros diretos, dado o baixo grau de retorno deste setor. - This text wants to contribute with the discussion on the financing development in Brazilian outlying areas, especially starting from the changes happened with the commercial and economical opening and its unfoldings on the inside and autsider macroeconomics. Outlying areas with productive head office anchored in the commercial agricultural exporter, as in the case of the northwest rio-grandense area they will have larger difficulties in making resources contribution resources and from the originating market internal or external, loans or direct foreign investments, according to the low degree of return of this sector.
