摘要：Abstract The effects of education on individuals and society makes the education expense important.In OECD countries public expenditures constitude nearly all of the educational expense but in Turkey lack of public expenditures increases the private expense. The ratio of MONE's budget in GDP in Turkey is nearly the half of the OECD countries. Turkey is in the last rank amoung the OECD countries in the educational expense per student. The same situation is seen in the schooling rate.Many factors such as the largeness of the population utilizing from education, abundance of the staff working in educational sector, regional inequality and the rate of national income cause so many problems in allocating and distributing the resorces.
