摘要:The fundamental issue in knowledge m anagem ent is transitioning personalized tacit knowledge into stored and usable explicit knowledge. This problem is magnified in state, local, and federal governments, as balancing technologies with organizational knowledge retention h ave always been a challenge. Government information systems usually fail due to a lack of emphasis on the technology or the people using it, or perhaps a combination of both. The Zachman framework offer s a unique way to observe the issue because it captu res the holistic view of an information system. The p erspectives and abstractions complement each other in dissecting an organization's information systems identity. These perspectives and abstractions add value to the government information factory beca use the serve as a guide to investigating problems between the people, processes, and technologies involved in new or established information system s. Typically, government information systems lack communication more so than the usual private sector infor mation systems. This paper analyses existing literature and findings of the Zachman framework as a means to understand its success in corporate settings, and to understand why it seems to be a natural fit in government organizations.
