Resumo: A baixa efetividade de dispositivos como as Zonas Especiais de Interesse Social alerta para a necessidade de se refletir sobre os problemas estruturais do direito urbanístico. Haveria defeitos no desenho normativo de seus institutos? Ou problemas em sua interpretação? Discutir esses temas é o objetivo principal deste trabalho. Espera-se como resultado identificar as aporias do direito urbanístico na contemporaneidade. Abstract: The low effectiveness of devices such as the Special Zones of Social Interest alert to the need to reflect on the structural problems of urban law. Would there be defects in the normative design of their offices? Or problems in their interpretation? Discuss these issues is the main objective of this work. It is expected as a result of identifying the limits in contemporary urban law.
