摘要:The interest of this paper is in discussing the negotiations that resulted in the Antiballistic Missile Treaty of 1972, as well as an interim agreement that placed a temporary cap on nuclear proliferation, and an accord improving communications related to the use of nuclear weapons. These agreements made between the United States and the Union of Soviet Socialist Republics were the result of a series of talks that occurred between 1969 and 1972. The negotiation of the issues took place on three political fronts. First, the administration had to resolve conflicts between the National Security Council and the Arms Control and Disarmament Agency. Second, the US had to come to an agreement with the Treaty’s counterpart, the USSR. Third, the treaty was required to be ratified within the United States Congress. Each of these political arenas shaped what the agreements could include and what they couldn’t. Given the constraints the outcome was due to be limited but the agreements were carried out to the full term stipulated within them when made; and the Treaty was in force for approximately thirty years, at which point the US unilaterally dissolved the treaty. In the context of the history of nuclear weapons this treaty and the accompanying agreements were a monumental in that all sides were able to come to an agreement.
