摘要：O artigo tem por objetivo rever como historicamente vem se constituindo a relaçãoentre a formação do professor em curso superior e a qualificação da escola básica, paracompreender as propostas que estão hoje colocadas para a formação universitária deprofessores, principalmente as perspectivas para a licenciatura em Pedagogia, tendoem vista o Decreto N° 3.276/99, que transfere para os cursos normais superiores aformação de professores para a educação infantil e as séries iniciais do ensino fundamental.
其他摘要：The purpose of this paper is to observe how the relationship between teacher education and the quality of elementary education has been historically constituted. This effort aims at understanding the new proposals for teacher education, at the University levei, specially the perspectives to students that major in Pedagogy, taking into account thelaw 3.276/99. This law transfers the responsability for the formation of pre-school and elementary teachers from Universities to College-Ievel Normal Schools.
